Government could be formed next week and there is no objection to legislation

Informed source: Aoun abides by the Constitution and leaves on the 31st...

The Tenure of President Michel Aoun has entered its last ten days, without completing the formation of a government whose responsibility is to manage the vacuum, as Lebanon is going back to repeat the experience of the presidential vacancy in 2007 and 2014, without any sign of hope.

Contrary to some constitutional theories, the source explained, via the "Akhbar al-Yawm" agency, that all the talk about it is not permissible to form a government during the last days of the Tenure is false, as there is no constitutional article that prevents the non-convened council to elect a president to restore his full powers, whether in legislation or discussing a ministerial statement and granting confidence, and stressed that the president of the Republic until the last moment of his mandate can sign decrees related to the formation of the government.

In response to a question, the source stressed that President Michel Aoun is supposed to be a partner in formation based on what is stipulated by the Constitution, and therefore he will not sign the decree of formation unless the government is full of constitutional descriptions and have the required.

In this context, the source clarified that what Major General Ibrahim is doing with the help of Hezbollah is to form a government with current members and new members who are capable of public affairs. But if these steps do not bear positive results, the caretaker government will open the door to a debate on whether it can exercise the powers of the president of the Republic.

He said: regardless of the powers of the Christian president of the Republic, how will this illegitimate government exercise the powers entrusted to it as a council of ministers, especially in terms of following up negotiations with the IMF, dealing with the displacement file, completing the oil and exploration file, addressing the currency and livelihood crisis, addressing the issues of the collapsed judiciary, following up investigations into the port blast ... and the rest of outstanding files?! Despite this, the first bet remains on the election of the president in order to stabilize the situation in the country.

As for the words of the Saudi ambassador to Beirut Walid al-Bukhari about adhering to the Taif Agreement, the source replied: If some people adhere to this agreement, they should facilitate the election of a new president of the Republic, recalling that the basic title of "Taif" is full constitutional partnership, asking: How will this partnership be available in light of a vacancy in the presidency and the resigned government?

The source continued: "President Aoun is committed to what the constitution stipulates, and he is preparing to leave the Baabda Palace at the end of the term in respect of the constitutionally specified date but are others committed to forming a government with full constitutional descriptions, and electing a president before October 31 in order to take over from the outgoing president?

The source concluded: commitment to Taif means having a Christian president at the head of the state, authority transferred to the Council of ministers, and the power of legislation headed by a Shiite..
